Policy, Planning, Budgeting, Monitoring and Evaluation Directorate

The Policy, Planning, Budgeting, Monitoring and Evaluation Directorate leads the technical processes for the development of policies, plans, programmes, projects and budgets for the Ministry.

It also designs and applies monitoring and evaluation systems to assess the operational effectiveness of the Ministry’s strategies and interventions.

Key Units

Policy Coordination Unit

Initiates and coordinates the development and review of broad sector policies, programmes and projects for the Ministry.

Planning and Budgeting Unit

Leads the development of plans and frameworks for the effective implementation of the Ministry’s programmes, projects and activities. It also coordinates the preparation of the sector budget and provides technical guidance to Management on budgetary matters.

Monitoring and Evaluation Unit

Provides the basis for measuring the various stages of the Ministry’s programmes and projects and objectively assessing their effectiveness.

Public Investment Unit

Provides the framework for the preparation, evaluation and execution of investment projects, including project identification and planning, pre-feasibility studies, selection, budgeting, implementation and reporting.
